Norma Louise (Walters) Baldwin, 73, of Steubenville, OH passed away on September 3, 2020 in Steubenville, OH. As a 1965 graduate of Steubenville High School, a highlight of her academic career was marching with the Big Red Band in the inaugural parade for Lyndon Johnson. Norma was preceded in death by her husband Garrett L. Baldwin. Her favorite memories include their golf outings, and their many trips to Las Vegas. Norma was also preceded in death by her parents Lloyd and Eva Walters; siblings Dewey (Ann) Walters, Robert Walters, and Marylyn (Thomas) McDonald. She is survived by her children: Annie (Scott) Kelson, Gene Cozart, and Randy (Kelly) Cozart, grandchildren: Chad, Shane, Samuel, and Tess Kelson, Bailey Cozart, Mathew Cozart, and Joe and Josh Divis. Sister Marsha (Robert) Blackburn and her son Michael Blackburn, nephews: Rob and Christopher McDonald and other loved family members. Viewing will be on Friday September 11, from 6 to 8 pm at Schuetz Funeral Home 235 Clifton Ave Mingo Jct. with Services on Saturday at 11 am with Rev. James Monogioudis officating. In Lieu of flowers donations may be made to Rush Run Community Chappel 1983 Co Rd. 17 Rayland, OH 43943.
