Charles Vernon Francis Jr., 74, of Steubenville, OH passed away on July 20, 2020 at Valley Hospice Care Center North. He was born on February 17, 1946 to the late Charles Vernon Sr., and Rose (Starinski) Francis. He is survived by a few family members, nieces and nephews. Charles will be cremated with no services. Schuetz Funeral Home is assisting the family.
