Shirley L Carter

Shirley L. Carter, 78, of Steubenville, OH, died February 20, 2015 at UPMC Presbyterian Hospital.  She was born on January 6, 1937, to the late James E. and Dorothy (Hinchliffe) Carter.  She was preceded in death by one sister Jayne Roe, and two brothers James Jeffries, and Dean Jeffries.  Shirley is survived by one sister Jeanie Lowe, and two nieces Susan (Mark) Slussar and Lois Hupp all of Steubenville, and several other nieces and nephews. Service will be private, Schuetz Funeral Home 235 Clifton Ave. Mingo Jct. is assisting the family.
