Richard "Rick" Lee Cecil,71,of Rayland,OH passed away on December 29,2019 at Valley Hospice Care Center North. He was a Bander for Weirton Steel on the 54" Hot Mill. Richard was a member of Friends Church in Smithfield and coached girls softball. Richard was preceded in death by the late Rex and Alberta (Himes) Cecil. He is survived by his wife Lutishia Lynn "Petey" (Fair) Cecil, and one daughter Ylonda (Jeff Long) of Bloomingdale,OH.
